Minutes1. Apologies - Cllr. Patty Shone, District Cllr. Dave Rose, County Cllr. Dave Wood. 2. Minutes of meeting March 12 2007, were read and signed as correct. 3. Matters Arising i) Still waiting to hear from Rights of Way re: FP26. ii) APM notice going in May parish magazine. iii) Gavin Hodge was coming to speak on May 14, clerk to cancel meeting until July or August. iv) Water still lying on The Street, clerk to contact Anglian Water. v) Clerk to remind Babergh about moss on pavement in River View Road. vi) William has arranged with Graham Jay to start work on the War Memorial. - ADJOURNMENT John Pollet said he thought the steps at FP26 had made it more dangerous. If someone had an accident the county would probably be at fault. -
4. Millennium Green Inspected and book signed in order. 5. Planning Applications B/07/00371 The Bungalow erect a detached garage, in place of existing one. Parish Council recommend approval. B/06/1453 Cherry Trees, re applied since September 2006. Parish Council not happy with colour of the cladding and they are aware that neighbours strongly object to being overlooked. 6. Hedgerow Survey Chairman of Suffolk Hedgerow Survey, Guy Ackers, gave a brief but informative presentation of the reasons behind the survey. It seems to be something that Harkstead Parish will go ahead with, but not immediately in view of the PC retiring in May. It will be promoted at the APM and possibly start up later in the season. Chairman thanked Guy for his time and informative presentation. 7. Retirement of Parish Council All PCs present apart from William Wrinch, had failed to lodge their nominations in time. The PC will have to retire on/by May 7 and a new election take place up to 35 days later. In the meantime the May 14 meeting will be cancelled, but the APM will go ahead, but no future PC business can be discussed. Clerk is still the Clerk and will keep relevant incoming paperwork for the first meeting of the new PC. 8. HMS Ganges No further news other than new plans are being lodged sometime soon. 9. Financial Report Current Ac. (as from today£500 transferred in from BP ac.) £680 Bus. Prem Ac. - £3061 Savings Ac. £1545. Expenditure this month 1.SALC £97 annual subscription. 2.Clerk from 1/1/07 to 31/3/07, £254.87. 3. Village Hall hire for Jan, Feb, Mar meetings £39. 4. Margaret Harward purchase of sacks for shore rubbish £15.92. 5. Mower repairs by John Abbott no invoice yet, but cost was £60. All expenses agreed and cheques raised and signed. 10. Correspondence Part road closure on May 3 and 4 between Chelmondiston and Shotley , will result in traffic being diverted through Harkstead. Notice to go in Parish magazine. Clerk to respond to a motion to allow free postage to British Forces abroad, that Harkstead is in support of it. ADJOURNMENT no more said 11. Any other business none. 12.
