Harkstead Parish Council – DRAFT Meeting Minutes

Councillors Present:   William Wrinch, Margaret Harward, James Day, Brian Excell, Peter

                                   Hornsby.

Councillors Absent:   Patty Shone

Additional Attendee(s): District Cllr. Dave Rose, County Cllr. Dave Wood, 7 parishioners

 

Minutes

 

1.      Apologies – from P.Cllr. Patty Shone.

2        Election of Chairman and Vice Chairman – William Wrinch was proposed and seconded as Chairman by Margaret Harward and James Day respectively.  Margaret Harward was proposed and seconded as Vice Chairman by William Wrinch and Brian Excell respectively. In view of the recent election all PC’s present signed their Declaration of Acceptance forms, countersigned by clerk

3.      Minutes – of meeting held on April 16 were read and signed as correct.

4.      Matters Arising – clerk to chase up Anglian Water and Babergh about the water on the

        road and moss on pavement problems.

5.      Proposed Music and Beer Event August 25 – Originally it had been suggested that the

       Green be used as well as the pub, but now the event will take place in The Baker’s Arms.

       Music from bands will go on until 11pm and drinks served until midnight. The event’s

       been arranged to raise money for St. Elizabeth’s Hospice.

-         ADJOURNMENT – Julian Scales again raised his concern about traffic being obscured by growth at Freston crossroads and overgrown concrete kerbs.  Dave Wood said that the crossroads had been improved and there hadn’t been any serious accidents there for a long time (if ever) and asked Julian to give the clerk specific locations of overgrown kerbs, so that Highways could be informed. John Pollet raised a concern on behalf of his neighbour, that the footpath running alongside Copperas Reach was badly overgrown.  In the past Colin Howard had cut it back.  Clerk to ask the County if it was their responsibility.  Angela Fleming Brown said that FP56 (runs from end of Slushy Lane to Old Rose) was badly overgrown, William will speak to landowner John Abbottt about it.  Angela thanked Brian Rooke for cutting the growth alongside Shore Cottage footpath.

6.      Millennium Green – Hadn’t been inspected.  Book signed to that effect. Peter Hornsby with help of Julian Scales will take over the monthly inspection.  Clerk to send Peter ROSPA correspondence and what to look for in play equipment maintenance.

7.      40mph speed limit at Freston -  Clerk to write to Freston PC in support of a 40mph there.  Dave Wood said the County have looked at the speed limit in the past and so far have not agreed to change it.

8.      Planning Applications – Cherry Trees’ had been approved.

9.      HMS Ganges – Dave Wood reported that 4 schemes were on the cards. 1. Residential Training Establishment, Shotley PC were concerned about , what it may become.  2. Retirement Community,  3. Mixed residential and Business area.  4. Access road to the marina and proposed new dwellings. There is a suggestion that the developers talk to the individual parishes, but Harkstead think that the PPA would have a stronger voice.  Meeting possibly in August.

10.  Financial Report – Current Ac213,  Bus.Prem Ac. - £4347,  Savings Ac. £1545. Expenditure – Invoice from Harkstead Village Hall for room hire.  Clerk to speak to Geoff Lusher about it as there’d been no meeting in June.  Rodney Freeman had agreed to do the internal audit, for the past financial year.

11.  Correspondence – The new Code of Conduct needs to be adopted as soon as possible.  It will be an agenda item for next meeting. Clerk to complete a planning control questionnaire.

 ADJOURNMENT   Julian Scales asked if the PC would be co-opting another person to make 7PC’s, possibly but not essential, no one had been beating a path to join. Dave Wood said there was a meeting being held at Shotley Village Hall with the local police ref. Safer NHW(neighbourhood watch).  His monthly report said a new centre had been set up in Ipswich for people to report racist incidents, particularly for Gypsies and travellers.  The review of Suffolk Schools in 3 groups, starts in summer 2007, with summers 2008 and 2009 completing thegroups.   From September 2008, parents will have a choice of 3 places for their childrens’ schooling.  Oversubscription will resort to certain criteria giving priority, such as disability, siblings and address.  Lastly his report mentioned recent developments in countryside access following parishes consultation

12.  Any other business – Brian Excell asked for copy minutes to be put on noticeboard.  Peter Hornsby asked if meetings could be arranged for a later start.
