Additional Attendee(s): District Cllr. David Rose, 2 parishioners and clerk.

 

Minutes

 

1.      Apologies – County Cllr. David Wood, Cllrs. Margaret Harward, Brian Excell and

      James Day.  Cllr. Day has unfortunately tendered his resignation, Parish Council expressed their thanks for his help over the past few years.

2. Minutes – October 8 minutes were read and signed as correct.

3. Matters Arising –i) Smelly water on shore – clerk had contacted Environment Agency who were sending an inspector to have a look.  ii) Mower does not need a new battery.

ADJOURNMENT – Parishioner John Pollet had agreed to meet with E.A. inspector sometime in the following week, to check out the foul water situation. ii) John also said he was a bit put out, that he’d volunteered to help with the footpath survey, only to find it had just about been done.  Cllr. Hornsby suggested that Cllr. Excell send an email report of the footpath findings to all PC’s for discussion at a later meeting. iii) Dave Rose said permission for 12 houses along Ipswich Road in Holbrook had been given. iv) Angela Fleming Brown asked if there were further plans for a new surgery or medical centre on the peninsula.  Answer nothing yet.

4.      Millennium Green – Inspection had been done and there were no immediate matters of concern. Surfacing under the roundabout would be the next thing requiring attention. Cllr. Hornsby will sort out the basketball and goal nets.

5.      Planning Applications – Vale Farm, machinery shed – application has been withdrawn.  ii) Highlands , Ipswich Road – permission granted.

6.      HMS Ganges – nothing new to report.

7.      Financial Report – Current Ac. - £785 (£500 transferred from BP account), B.P. Ac - £3714, Savings £1545.  Expenditure this month – P.Tuckwell – mower repairs £166.35,  Audit Fee - £141, ROSPA playground inspection - £84.60, Cllr. Excell expenses - £32.08.

ii) Auditors had returned the annual paperwork, signed as correct and no notes.

8.      Correspondence –Clerk to respond to County ref. parishes carrying out own rights of way surveys.

 ADJOURNMENT – David Rose suggested that Cllr. Hornsby contact Harrods at Lowestoft for goal nets etc.  Angela Fleming Brown said that since the postal strike and the no overtime ban, the local postman was having to hold mail from one day to another if he didn’t get all his deliveries done in time.

9.      Any other business – Cllr. Shone liaisng with Alison Looser  reference getting a hedgerow survey underway. ii) Patty had also attended a Planning Workshop and understood that parish Councils, were contaqcted out of courtesy, not because they had any power in planning matters. David Rose said that public and parish council comments were all seen by planning officers, but the best way to make a point was to attend a meeting and have the chance to speak for 3 minutes about concerns.
