Councillors Absent:    William Wrinch, James Day.

Additional Attendee(s): District Cllr. Dave Rose, 2 parishioners and clerk.

 

Minutes

 

1. Apologies – Chairman William Wrinch, Cllr. James Day, County Cllr. Dave Wood.

2. Minutes –   August 5 2007, read and signed.  August 13, read and signed.

3. Matters Arising – from August 13 minutes – i) Moss on pavement, still not done. Dave Rose will chase it up. ii) Anglian Water have sorted the leak on The Street. iii) No further news on footpaths, Clerk had received an email acknowledging complaints.  iv) Freston crossroads, clerk to contact Highways Dept. and ask them to get in touch with Pauls- landowners/tenants. v) Cllr. Excell had met with Anglian Water ref: smelly water on shore, he will chase up their findings. vi) Clerk had spoken to the Evening Star , who weren’t duly concerned. vii) Field edge had been ploughed in Shore Lane.  viii) Cllr. Excell had spoken to Mrs. Wrinch about overgrown hedges, whogave permission for them to be cut.

-          ADJOURNMENT – John Pollet – although field edge has been ploughed it’s not close enough to the road, so vehicles can still park.  John willing to put printed notices on cars to try and stop them parking there. Clerk to make notices.  Secondly, regarding smelly water on shore, Anglian Water couldn’t find a problem and suggest the Environment Agency get involved if it remains a problem.

4.      Millennium Green – Inspected, balance beam had been sorted. Rayson picnic bench is still a problem, one of the seats is splitting.  This was discussed by HMGT in April and it was understood that Norman Norris would fix it.  Cllr. Excell to speak to Brian Rooke about it. ii) ROSPA inspection date to be set with Cllr. Hornsby at an additional cost of £35 which PC approved.  iii) Local children had requested new play equipment and goal nets, clerk to check goal size and get costs. Cllr. Hornsby looking into grant money. iii) John Abbott said the mower has broken which requires £88 to fix, plus the cost of more oil.  Budget allows for £300 a year towards costs, PC approved the repairs to go ahead.

5.      Planning Applications – B/07/1395 Stour Cottage – side extension – PC recommend approval.  ii) B/07/1382 -  machinery shed on land north of Vale Farm – PC reject application as landowner is declared as William Wrinch, not Nigel Ingleton . iii) B/07/1237 – spine road at HMS Ganges -  PC strongly object to TPO’s and mature trees and hedges being removed.  Also want to see a separate cycle way from the footway.

6.      HMS Ganges –  PPA meeting this Thursday, will probably discuss the road and cycle ways as well.

7.      Financial Report – Current Ac. £192, Bus. Prem Ac. - £3747, Savings £1545.  Expenditure agreed for annual insurance of £305.77 and of £23.68 for repairs to balance beam – i.e. purchase of sadolin.  No cheques were raised at this time. Cheque book has gone walkabout.

8.      Correspondence – i)Tattingstone village asking for other peninsula parishes to help organise cricket.  Clerk to send info. to parish mag. ii) Babergh grants – Cllr. Hornsby to make enquiries about a parish council noticeboard and/ or general unlocked board. iii) Clerk to respond to MP Tim Yeo in favour of retaining local post offices.

 ADJOURNMENT –  David Rose said that the government have already proposed that 6 post offices close in BDC area, don’t know where yet.  Angela Fleming Brown said that post collections on Bank Holidays and Sundays were stopping.  She also asked about the footpath at Vale Farm, apparently William Wrinch has made a permissable path to go around the property rather than through it.

9.      Any other business – Cllr. Excell – overgrown hedges at junction of Church Lane and The street. Clerk to ask Tom Wrinch to cut it back. Recently a large lorry had a near accident here, so Jarretts who live on the corner have offered to move their boundary fence to give vehicles more room . Cllr. Excell to ask them to write to Highways Dept. about this.

10.   Date next meeting –  Monday October 8 at 7.30pm.
